The Constitution (draft) of Inner Mongolia Basketball Association was deliberated and approved at this meeting, and the leading body of Inner Mongolia Basketball Association was elected. Bartel was elected chairman of the association and Huang Qitao was elected vice chairman of the association.

Bartel was born in Inner Mongolia autonomous region in November 1975. He started regular basketball training in 1986 and entered Beijing men’s basketball in 1991. He was selected for the national team for the first time in 1993. He won the eighth place with the national team at the Atlanta Olympics in 1996. In 2001, Bartel signed the NBA Denver Nuggets and won the NBA championship with the Spurs in 2003, becoming the first player in Asia to win the NBA championship ring. In 2005, the bus returned to the CBA league and played for Beijing Shougang team and Xinjiang Guanghui team one after another. In August 2015, battle officially retired.
